How do I convert a scanned PDF so that it has text to be annotated?

To annotate a PDF with the Hypothesis tool it must have Optical Character Recognition (OCR). If the PDF text can be highlighted it has OCR, otherwise use the OCR conversion tool to add it.

To add OCR use the DocDrop OCR conversion tool and follow the steps below.

Drag or select the PDF file to be converted by the OCR tool.

Click Run OCR

Click Download

Click Download to download the completed PDF to local computer.

The converted PDF will open in a new window. Download it to your computer. To use it in a lesson refer to How do I add a Hypothesis annotation assignment?
